From the Zhengguo Canal to new energy, overt schemes ultimately become stepping stones, and the true test lies in breaking through against the tide. Over 2,000 years ago, the state of Korea sent the hydraulic engineer Zheng Guo, harboring a scheme to drain Qin’s strength, to lobby for the construction of a massive irrigation canal across the Guanzhong region. The goal was to exhaust Qin’s national power and prevent it from unifying the six states. When Zheng Guo’s identity as a spy was exposed and he faced the thunderous wrath of the King of Qin, he spoke frankly: “At first, I was a spy, but once the canal is completed, it will also benefit Qin.” In other words, this was indeed a spy’s trick, but the water project would bring tremendous advantages to Qin. King Ying Zheng of Qin, overriding all dissenting opinions, ordered him to continue supervising the construction, and eventually, the Zhengguo Canal was completed. From then on, the Guanzhong region became fertile land without famine, serving as Qin’s grain base. This helped Qin grow rich and strong, ultimately achieving the eternal feat of unifying the six states. The Zhengguo Canal also became the material cornerstone of Qin’s conquest of all under heaven. Two thousand years later, history plays out a similar script in another form. The West, under the banners of low-carbon economy and environmental standards, attempts to trap China’s industrial development halfway up the hill of industrialization—using technical barriers, patent blockades, and carbon tariff shackles in the new energy sector. They firmly believe that to achieve green transformation, China must pay enormous R&D costs, be constrained by Western technology patents, and ultimately fall into a development dilemma of slowing down for emission reduction. What appears to be a noble global climate governance initiative is in fact a meticulously designed modern “scheme to exhaust Qin”—binding development costs with external standards, isolating the industrial chain with technical barriers, and forcing China to consume itself in the chase and yield under compromise. However, the West has ultimately underestimated China’s strategic resolve and execution capability. Just as the King of Qin saw through the pros and cons behind the “scheme to exhaust Qin,” China clearly recognizes that the transition to new energy has never been a temporary measure to passively respond to external pressure, but a necessary path to break the energy security dilemma and achieve a corner overtake in industry. As a major energy consumer, China’s over-reliance on fossil fuels carries dual risks: the geopolitical uncertainties of maritime transport routes make energy security a sword hanging overhead, and limited fossil fuel reserves cannot sustain the modernization of 1.4 billion people. In the traditional fuel vehicle sector, the century-old technical barriers and patent moats accumulated by Germany, Japan, and the United States have forced China’s auto industry to remain a follower for a long time. The emergence of the new energy track is precisely like a tailor-made new canal for China—both a breakthrough for optimizing the energy structure and a historic opportunity for reshaping the industrial landscape. So China has turned the West’s green encirclement into strategic momentum, laying out the entire industrial chain with the resolve that “success may not come in my time.” From the national-level issuance of the “New Energy Vehicle Industry Development Plan (2021-2035)” to local governments setting up special funds exceeding 200 billion yuan, from the continuous iteration of power battery technology to breakthroughs in intelligent driving systems, from the nationwide rollout of charging and swapping infrastructure to the overseas model of “cross-border e-commerce + industrial belts,” China counters the West’s policy swings with policy continuity and overcomes technical blockades with whole-industry-chain synergy. Today, China’s annual production and sales of new energy vehicles have exceeded 12 million units, with market penetration reaching 45.5%. The “three-electric” technologies—batteries, motors, and electronic controls—lead the world, with a global market share of over 68%. Photovoltaic and wind power manufacturing and installed capacity rank first globally, and the global market share of power batteries has risen to about 70%. Vehicle exports have leaped to first place in the world, and the “new three items” (NEVs, lithium batteries, solar cells) have become new labels of “Made in China.” The former follower has now become the global leader in the new energy industry. In contrast, the West has seen its “scheme to exhaust Qin” eventually benefit its rival while falling into strategic confusion. Relying on its shale oil and gas advantages, the United States actively shrinks its new energy layout—canceling EV subsidies, relaxing fuel vehicle standards, and retreating to the comfort zone of traditional energy. It would rather abandon the track than cede profits to emerging industries. Europe clings to the politically correct slogan of environmental protection, but due to industrial hollowing and technological lag, it can only protect its domestic automakers with tariff barriers. This has led to a stagnation in new energy substitution rates, and the 2035 carbon neutrality target has been forced to be compromised and downgraded. They tried to draw lines with standards and build walls with barriers, forgetting that the core of industrial competition is technology and efficiency, not conspiracies and restrictions. When China speeds ahead on the new energy track, the West realizes that the encirclement wall they so carefully built has ultimately become a barrier separating themselves from the future. From the Zhengguo Canal’s transformation from “draining Qin” to “benefiting Qin,” to the new energy sector’s shift from encirclement to opportunity, History repeatedly confirms a truth: true strategic advantage never comes from blocking opponents with scheming calculations, but from achieving oneself through foresight. The West, judging others by its own standards, views development as a zero-sum game, binding long-term strategy with short-term interests. China, on the other hand, takes a holistic view, turning external pressure into internal drive and reinforcing the foundation of development with sustained investment. Today, the flowing waters of the Zhengguo Canal have long merged into the river of history, but the strategic wisdom it embodies still shines. China’s breakthrough against the tide on the new energy track is not only a victory of industrial upgrading but also a demonstration of strategic resolve. While the West wavers over short-term interests, China steadily advances on the path of green development, proving with concrete actions that any overt or covert schemes intended to hinder China’s development will ultimately become stepping stones for China’s march toward high-quality growth. This new canal, paved with strategic foresight and unwavering execution, is now nourishing the fertile fields of China’s economy and offering a Chinese solution to the global industrial transformation.
