The Promotion Chart. All military reforms worldwide essentially boil down to a set of rules for officer promotion queues. No matter how profound or complex the military reforms of various countries sound—such as theater adjustments, troop reductions, structural reorganization, or flattened command—they all follow the same principle. At the core, there are only two things. First, strictly control the total length of the officer promotion queue. Do not allow it to expand arbitrarily or create positions for people without justification. Second, ensure the entire queue continues to move forward in an orderly manner. Those whose time is up leave, the best are promoted, and stagnation or coasting is eliminated. Once you understand this simple queuing logic, you can instantly see through all the ills and reforms of militaries, past and present, domestic and foreign. In peacetime, without the attrition of war, officers only enter the system and never leave. As long as seniority does not eliminate them, the promotion queue only grows longer. Senior officers occupy high positions for long periods and refuse to step down, leaving no vacancies at the top and no hope of advancement at the bottom. To accommodate surplus senior officers, countries have no choice but to continuously add various headquarters, redundant deputy positions, idle sinecures, and extra layers of hierarchy. This is how the inherent bloating problem of the military's promotion chart emerges. With layers upon layers of institutions, military spending keeps rising. The number of officers should be matched to the number of soldiers and actual combat formations. Ranks and positions must correspond strictly one-to-one. Never create additional billets or fictitious posts just because someone has reached a certain tenure or seniority. By limiting the length of the queue at the source, the practice of creating positions for people or unlimited expansion is completely avoided. The second step is to ensure the queue keeps moving forward. For each rank, a minimum promotion time and a maximum service cap are established. Those who are capable and have a vacancy can be promoted. If someone cannot be promoted after reaching the time limit, they must transfer to civilian roles, retire, or exit on schedule. As those in front leave in an orderly fashion, those behind advance step by step, keeping the entire promotion channel smooth. The competitive pressure from last-place elimination prevents coasting and seniority-gaming, while junior officers always have something to strive for and room to rise. Only then can the vitality of the force be sustained. Using this logic to examine China's 2015 military reform, all the complex moves become instantly clear. Military administration and command were separated. The theater commands focus solely on combat, without bearing the burden of officer promotion assignments. The service branches specialize in personnel promotion management, structurally preventing unnecessary expansion of combat hierarchies. The seven military regions were merged and streamlined, redundant organs were eliminated, and the total number of senior posts was strictly controlled. This directly compressed the total size of the promotion queue. Combined with the professionalization of officers, the system ensures orderly entry and exit, precise one-rank-one-position matching, no bloat in peacetime, and flat, efficient command in war. It perfectly resolves the century-old chaos of the promotion chart. This underlying logic has never been limited to the military; Silicon Valley's big tech companies operate exactly the same way. In the military, it's how many officers per soldiers? In a company, it's how many grassroots technical staff correspond to how many managers and project leads. Managers always want to expand the number of people under them, grow their teams, thereby raising their own rank, continuously adding sub-teams, and lengthening reporting chains. Over time, the company becomes bloated and inefficient. Amazon and PayPal frequently optimize and lay off employees, strictly controlling headcount ratios. This is essentially identical to military troop cuts and position controls—both are about managing queue length. Smoothing the channels for upward and downward mobility. In the end, whether it's a major overhaul of national defense military structures or internal corporate management optimization, no matter how grand the strategy or intricate the system, it all boils down to adjustments in personnel rules. Manage the length of the queue, manage the cycle of entry and exit, manage the order of promotion and elimination. All issues of bloat, rigidity, and inefficiency will be resolved smoothly.
