III. Top-Level Design of the United States: National Strategy Beneath the Commercial Shell, a Trinity of Capital, Enterprises, and the Military. Many people view Starlink simply as Elon Musk's commercial venture. This is a major misjudgment. The core reason this system can sustain continuous funding, rapidly expand, and receive ultra-high valuations on Wall Street is that the U.S. Department of Defense, the government, and Wall Street capital have formed a community of interests with SpaceX. It is a mature model where civilian enterprises set the stage and national strategy takes center stage, precisely addressing two major dilemmas facing the United States today: fiscal pressure and constraints from international public opinion. 1. Fiscal Dilemma. The military cannot afford the trillion-dollar space infrastructure on its own. The entire chain of research, manufacturing, launch, operation, and maintenance for modern mega low-orbit constellations, space power stations, and space-based computing networks involves investments on the order of trillions of dollars. The traditional U.S. military-industrial system is costly, and the military budget is fragmented. Pushing forward such a massive space project alone would severely squeeze funding for the Army, Navy, and Air Force. It would be difficult to pass through Congress. The U.S. solution is to leverage private capital and commercial companies, with Wall Street leading fundraising efforts, raising SpaceX’s valuation, and completing the initial massive investment through capital markets. Commercial companies use civilian projects such as space internet, clean energy, and computing services as profit hooks, generating revenue through global civilian operations to achieve self-sustainability. The military does not invest the full amount upfront but instead pays on demand later by purchasing military services and signing specialized contracts—such as space communications, missile tracking, and target reconnaissance—and rewards capital and enterprises with post-event premium payments. This model breaks down the one-time massive investment into long-term market-based operating costs, perfectly bypassing the military’s fiscal shortfall. 2. Evading Public Opinion: The Civilian Shell Neutralizes Controversy over Space Weaponization. The international community has long reached a basic consensus on the non-weaponization of space. Openly developing and deploying space-based weapons would face global condemnation, suspicion from allies, and strong countermeasures from opponents. As a purely commercial enterprise, SpaceX consistently emphasizes the civilian nature of Starlink, space power stations, and on-orbit computing capabilities. It claims to serve global internet普及ization, address the Earth's energy crisis, and meet global AI computing needs. All militarized applications are hidden under the guise of civilian payloads with compatible附加功能. They firmly control the dominant position in low-Earth orbit, blockading opponents’ space-based lifelines, and consolidate military hegemony. The deep alignment of interests among the three parties means Starlink is no longer a project of a single enterprise. Rather, it is a high-frontier strategy advanced with the full national strength of the United States. This is also the core reason for its continuously rising valuation and unstoppable development momentum. Both capital markets and the American elite understand the true military value and strategic significance of this system. 4. Corresponding Countermeasures: Continuing Civil-Military Integration, Building a Peer Space-Based Defense System with the "Tian" Engineering Projects. Recognizing this strategic logic allows us to understand the deeper intent behind our four major projects: Tianpeng, Tianmu, Tiannü, and Tianshu. Facing an opponent’s space encirclement disguised as civilian projects, a head-on pure military project would fall into the trap of public opinion and repeat the confrontation path the opponent desires. Therefore, we have chosen to follow the mature path of civil-military integration, using civilian projects as a shell to build an independent and controllable space-based defense, energy, and computing system. This creates a check and balance at the same level. 1. Layered Defense: Securing Existing Space Assets. Tianpeng: a civilian sunshade curtain; thin-film electromagnetic shielding. Tiannü: stratospheric mobile jamming units forming a multi-layer passive plus mobile electromagnetic defense network, creating electromagnetic barriers in key airspace, interfering with incoming low-orbit reconnaissance satellites and Starlink signals, protecting the normal operation of Beidou reconnaissance and relay satellites, and blocking the opponent’s soft-kill chain. This provides a protective umbrella for the missile guidance system. Relying on mature thin-film technology and electromagnetic launch technology, this system is low-cost, flexible to deploy, and highly covert, serving as the first line of defense for protecting space-based lifelines. 2. Building an Independent Energy and Computing Base: Breaking Orbital and Energy Monopoly. Tianshu Project: space power stations plus on-orbit computing centers, directly confronting the opponent’s core advantage. Large modular space power stations solve the continuous power supply problem for space-based platforms, providing remote recharging for defense units like Tianmu and Tiannü, increasing jamming and shielding power. Gaming Within the Rules: Maintaining Strategic Initiative. All engineering projects are publicly promoted as civilian projects such as space clean energy, integrated space-ground computing, and climate regulation. We play by the same rules as the opponent. You build civilian space constellations; I build civilian space energy and computing. You secretly develop military capabilities; I simultaneously improve defense and countermeasure capabilities. We do not unilaterally cross the red line of space non-weaponization, but we build a complete peer countermeasure capability, making it clear to the opponent that attempting to destroy our space-based system will result in symmetrical strikes against their own space assets. Ultimately, this forms strategic deterrence, forcing both sides to maintain orbital balance. 5. In today's great-power competition, whoever controls space controls the battlefield. Our asymmetric advantage in the missile domain is rooted in a comprehensive space-based satellite system. This is the crown of combat power, but also the most vulnerable lifeline. By leveraging the model of commercial space plus Wall Street capital plus military empowerment, the United States is building Starlink and supporting space facilities, essentially targeting this lifeline and attempting to reverse traditional military superiority by controlling low-Earth orbit. This contest appears to be a space commercial project, a computing and energy race, but in essence it is an offensive and defensive battle for space-based lifelines. Our Tian series projects—from shallow-level electromagnetic shielding and mobile jamming to deep-level energy supply, orbital positioning, and computing autonomy—are advancing step by step. The essence is to build our own space attack and defense system within the rules set by the opponent. Missiles are the sword on the ground; satellites are the hilt in the sky.
