路是脚下走出来的。 回望四个现代化,对如今的年轻人已是陌生名词,却是上世纪七八十年代陪伴一代人成长的时代期盼。 邵氏入读小学,街头标语,校园课本,日常广播里日日传送着明确目标。 80年代明确规划,要在本世纪末,也就是2000年前后。 实现工业、农业、科学技术、国防四个现代化。 一本小灵通漫游未来风靡少年圈,书里描绘新世纪人手可视腕表。 居家视频通话、浮空代步飞车,把似画的美好憧憬具象成触手可及的未来,藏着整整一代人朴素的家国理想。 也正因当年定下世纪末达成四化的期许,等到千禧年将至,愿景落空,举国陷入迷茫的落差才格外真切。 理想丰满,落地之路却遍布荆棘。 步入九十年代,世纪之交,原定2000年落地的四化目标没能如期兑现,各行各业深陷困局,绝大多数国人看不清前路。 丝化前景变得渺茫,工业化起步艰难,轻纺加工撑起外贸主力,8亿件衬衫方能换一架民航客机。 以市场换技术的探索历经波折。 自主品牌乘用车、干线大飞机迟迟难以自主,高铁空白,高端装备处处受外部技术封锁,科技现代化短板突出,发展乏力。 国内科研条件薄弱,大批公派留学的顶尖学子远赴海外后选择定居不归,人才单向流失又进一步拖累本土科研攻关,陷入发展恶性循环。 当初公派出国饱受质疑,不少人担忧资源白白供养他国人才,一度萌生收缩开放的想法。 邓小平立足长远,胸怀全局。 笃定对外开放,外派留学的方针不动摇,以长远眼光为日后人才回流埋下伏笔。 农业困局同样突出,我国本是底子薄弱的农业大国。 人多地少,全国东西南北自然环境悬殊,还要优先解决亿万百姓温饱与脱贫难题。 三农难题长期牵绊发展。 农田收益微薄,亿万农民务农增收艰难。 城市历经国企改制阵痛,千万产业工人面临下岗转型,成为时代转型无法回避的印记。 国防层面更是被动承压,域外大国倚仗航母集群肆意威慑,个别邻国狂妄叫嚣复刻甲午之战,驻南使馆被炸。 南海撞击等屈辱事件接连发生。 彼时的四化蓝图在现实困境里仿佛遥遥无期。 短短二十余载,脚踏实地,迟来的四化建设一步步落地生根。 各项建设收获实打实的突破。 而相较于各项亮眼成就,最珍贵的收获是走出了契合本国国情的现代化道路,筑牢根植实践的道路自信。 各项建设成果不必浓墨铺陈,简要便可窥见变化。 工业稳居全球第一制造业大国,全品类工业体系成型,国产大飞机、自主汽车。 全国高铁路网悉数落地。 农业现代化素来是四化里最难啃的一关,如今也收获长足进展。 我们没有照搬美国土地连片集中的大农场模式。 不走日本全民高额补贴农业抬升全民生活成本的路径,更避开巴西印度土地兼并催生海量湿地流民、贫民窟泛滥的老路。 立足国内近两亿户农户的基本国情,稳步探索。 评判我国农业现代化不能套用发达国家标准,我国仍是发展中国家,没法短时间实现农民人均收入对标欧美。 但三大主粮耕种收机械化水平已经比肩欧美农业强国。 依靠现代农业科技,亿万农户摆脱贫困,这便是中国式农业现代化最实在的阶段性成果。 科技领域扭转人才单向外流的旧局。 从前人才源源不断远赴海外,如今归国浪潮兴起,本土培育的科研队伍比肩世界顶尖水准。 人工智能、航天、深海等诸多领域,从追赶迈向并跑。 小灵通漫游未来里的科幻设想,大多变成寻常生活的日常。 国防实力脱胎换骨,航母列装,先进战机量产,远洋舰队常态化巡航,昔日被动受迫,被域外军力肆意威慑的局面彻底扭转。 细数四化硕果只是表象,真正贯穿数十年奋斗的核心,是我们在不断试错、脚踏实地中跳出西方现代化的话术陷阱。 冷战结束后,历史终结论与华盛顿共识一度风靡全球。 西方把自身发展模式包装成现代化唯一标准答案,向一众发展中国家输出标准化改革药方。 无数国家照搬制度之后,落入发展泥潭,深陷贫富撕裂、产业崩塌、民生困顿的现代化陷阱。 各国资源禀赋、人口体量、历史根基天差地别。 发达国家的发展药方从来无法适配发展中国家的本土症结。 九十年代改革探索阶段,我们尚且秉持摸着石头过河的思路。 前路迷茫,无人能预判现代化的准确方向。 历经数十年跌撞前行,我们跳出现代化等于西方化的认知误区,没有盲从外来发展教条。 立足自身人口、土地、产业的现实条件,趟出一条中国式现代化路径。 路从来不是照搬范本走出来的,是一代代国人踩着坎坷。 立足本土,一步步踏出来的。 丝画从遥不可及的纸面畅想,千禧年近乎无望的窘境,到如今初步落地成型。 所有物质成就皆是道路正确带来的必然结果,而走出独有的发展道路,树立坚定的道路自信。 才是数十年现代化探索最厚重的收获。 手握经过实践检验的发展之路,往后无论前路遭遇何种难题,我们都有底气稳步破局。 在自己的道路上不断开拓,展新未来。

The road is forged by steps beneath our feet. Looking back, the "Four Modernizations" are now unfamiliar terms for today's youth, yet they were the era-defining aspirations that accompanied a generation's growth in the 1970s and 1980s. As children in primary school, street slogans, textbooks, and daily broadcasts constantly conveyed clear goals. In the 1980s, a definitive plan was laid out: by the end of the century, around the year 2000, China would achieve modernization in industry, agriculture, science and technology, and national defense. The book *Xiaolingtong Travels to the Future* captivated the youth. It depicted a new century where everyone wore a visual wristwatch, enabling home video calls and floating flying cars—turning beautiful dreams into a tangible, reachable future. This carried the simple yet profound patriotic ideals of an entire generation. Precisely because the hope of achieving the Four Modernizations by the century's end was set, the sense of national confusion and disillusionment was especially acute as the millennium approached and the vision remained unfulfilled. Ideals were grand, but the path to realization was strewn with thorns. Entering the 1990s, at the turn of the century, the original goal of completing the Four Modernizations by 2000 had not been met. Various industries were mired in difficulties, and the vast majority of Chinese people could not see a clear way forward. The prospect of the Four Modernizations seemed remote. Industrialization started with difficulty; light textiles and processing became the backbone of foreign trade—it took 800 million shirts to exchange for one passenger aircraft from abroad. The strategy of exchanging market access for technology encountered numerous setbacks. Indigenous-brand passenger cars and large trunk-route aircraft struggled to achieve self-sufficiency. High-speed rail was nonexistent. High-end equipment was everywhere subject to external technology blockades. Modernization in science and technology had glaring weaknesses, showing a lack of development momentum. Domestic research conditions were weak. A large number of top students sent abroad on government-sponsored programs chose to settle overseas and never return. This one-way brain drain further hampered domestic scientific research, creating a vicious cycle of underdevelopment. At the time, the policy of sending students abroad faced widespread criticism; many worried that resources were being wasted to nurture talent for other countries, and some even advocated for scaling back openness. Deng Xiaoping, with a long-term perspective and a broad vision, firmly upheld the policy of opening up and sending students abroad, laying the groundwork for the eventual return of talent. Agricultural difficulties were equally prominent. China was originally a large agricultural nation with a weak foundation. With a large population but limited arable land, and vast disparities in natural conditions across the country, the priority was to solve the basic needs of hundreds of millions of people and lift them out of poverty. The "three rural issues" (agriculture, rural areas, and farmers) long constrained development. Farm income was meager, and hundreds of millions of farmers struggled to increase their earnings through farming. In cities, state-owned enterprises underwent painful restructuring; tens of millions of industrial workers faced layoffs and retraining, becoming an unavoidable mark of the era's transformation. On the defense front, China was forced to bear pressure. External powers relied on aircraft carrier battle groups to intimidate at will. Some neighboring countries arrogantly boasted of reenacting the Sino-Japanese War of 1894-1895. Humiliating incidents such as the bombing of the Chinese embassy in Belgrade and the Hainan Island collision occurred one after another. At that time, the blueprint of the Four Modernizations seemed distant and unattainable amidst real-world difficulties. In just over two decades, by putting one foot in front of the other, the delayed Four Modernizations gradually took root. Solid breakthroughs were made in various construction efforts. Yet, compared to the dazzling achievements, the most precious gain was finding a modernization path suited to China's national conditions, thereby forging a firm confidence in the path rooted in practice. The results of various construction efforts need no grand elaboration; a brief overview reveals the changes. Industry has firmly secured China's position as the world's largest manufacturing country. A full-spectrum industrial system has taken shape. Domestic large aircraft, indigenous automobiles, and a nationwide high-speed rail network have all been realized. Agricultural modernization has always been the toughest nut to crack among the Four Modernizations. Now, it too has made substantial progress. We did not copy the American model of large-scale, centralized farmlands. We did not follow Japan's path of heavy agricultural subsidies that raise overall living costs. We avoided the trap of land consolidation that in Brazil and India created massive numbers of landless migrants and sprawling slums. Instead, based on the fundamental reality of nearly 200 million rural households, we have steadily explored our own way. When judging China's agricultural modernization, we cannot simply apply standards from developed countries. China is still a developing nation; it cannot achieve per capita farmer incomes comparable to Europe or America in a short time. However, the mechanization rate for plowing, sowing, and harvesting of the three staple grains is now on par with advanced agricultural nations. Relying on modern agricultural technology, hundreds of millions of farm households have been lifted out of poverty— this is the most tangible phased achievement of Chinese-style agricultural modernization. In science and technology, the old pattern of one-way brain drain has been reversed. Previously, talent continuously flowed overseas; now, a wave of returnees is rising. Homegrown research teams now stand shoulder to shoulder with the world's best. In fields such as artificial intelligence, aerospace, and deep-sea exploration, China has moved from catching up to running side by side. Most of the sci-fi fantasies in *Xiaolingtong Travels to the Future* have become ordinary parts of daily life. National defense capabilities have been completely transformed: aircraft carriers are commissioned, advanced fighters are mass-produced, and blue-water fleets conduct routine patrols. The previous passive situation of being intimidated by foreign military forces has been thoroughly reversed. To enumerate the fruits of the Four Modernizations is only to scratch the surface. What truly runs through decades of struggle is that, through constant trial and error and down-to-earth efforts, we have broken free from the rhetorical trap of Western modernization. After the Cold War, the "End of History" thesis and the Washington Consensus once swept the world. The West packaged its own development model as the only standard answer for modernization, and exported standardized reform prescriptions to numerous developing countries. Countless nations, after blindly copying these institutions, fell into development quagmires, trapped in modernization pitfalls of wealth polarization, industrial collapse, and social hardship. Every country has vastly different resource endowments, population sizes, and historical foundations. The development prescriptions of developed countries have never been able to address the local issues of developing nations. During the reform exploration phase of the 1990s, we adhered to the approach of "crossing the river by feeling the stones." The road ahead was unclear; no one could predict the exact direction of modernization. After decades of stumbling forward, we have broken out of the cognitive trap that equates modernization with Westernization, and have not blindly followed foreign dogmas. Based on our own practical conditions of population, land, and industry, we have blazed a path of Chinese-style modernization. A road is never forged by copying a template; it is forged by generations of Chinese people, treading on rough ground, step by step, rooted in their own soil. The Four Modernizations have evolved from an unattainable paper vision to a nearly hopeless predicament at the turn of the millennium, and finally to initial realization today. All material achievements are the inevitable outcome of choosing the right path. But the most significant gain from decades of modernization exploration is forging our unique development path and establishing a firm confidence in that path. With a development path tested by practice, no matter what difficulties lie ahead, we have the confidence to steadily break through and forge ahead on our own road toward a brand-new future.
